the Bench of Justices of the Peace, and the Chamber of Commerce, together form a body of gentlemen fairly representing all races and classes of the residents of this Colony; and that, speaking generally, they are superior in education, intelligence, property, and in other essential qualifications, to the bulk of Parliamentary constituencies in Canada and Australia, and also in many boroughs in the United Kingdom.
8. As Your Lordship is already aware I shall take necessary steps for appointing the Unofficial Members, and for summoning the Colonial Legislature to meet for the despatch of business, so soon as I shall receive the Queen's Order in Council.
